Dearer Smart Card : An old lady coming out of a RSBy - CHIS enrollment station at Mynagappally Panchayath in Kollam district.No other health Insurance Scheme provides coverage to aged persons.The old lady says, " Smart Card is dearer to me like my sons ".

It's not Election : Rejina, aged 94, being taken in a chair reminding us of a scene fron election .Here she is carried to an enrollment station by her wards. RSBY - CHIS scheme has proven to be a boon to the aged in distress.

Our Governemnt put in various efforts to strenghthen public health care system in our state. This scheme will also have a positive effect in this regard. I realise that the State Planning Board admirably reshaped the Centre's programme in accordance with the social circumstances of Kerala. I request all to take part in the scheme and make it a success.

The limit of total benefits under the scheme should be raised to Rs. 50,000/- which can then finance even major surgery without impinging on the BPL population's meagre finances.

The RSBY-CHIS programme touches one third of households in Kerala. I believe that the scheme will be a great help to the poor families. Money pressure cannot turn anybody away from the needy hospitalisation. I feel proud about the enthusiasm the men and machinary shown to this novice scheme.

The RSBY-CHIS scheme happens to be a blessing in disguise. We are compelled to update and enhance the facilities in Government hospitals- even Community Health Centres- to compete with hospitals in private sector. The quality of treatment given in Government hospitals will be superior. Programmes like RSBY-CHIS encourage us to revamp the system.
